secfirmload: update ta for parse duplicate fws and update to version v0.2 [1/1] PD#SWPL-8757 Problem: 1. the video firmware load rules improvement. 2. the video firmware date redundancy. Solution: 1. update to version v0.2 2. support the parse of the duplicate fws. 3. add the firmware for avs multi-inst.
