audio: Fix msync start wait. [1/1] PD#SWPL-187914 Problem: 1.Fix msync start wait. 2.msync policy abnormal when start play. Solution: 1.Fix msync start wait. 2.pass the param "policy->audio_need_policy" into av_sync_audio_render function.
