bl33: v2023: add stick reboot flag [6/6]

PD#SWPL-146691

Problem:
Sometimes the system would be restarted by reset
PIN disturbance, meanwhile the reboot mode stored
in sticky register is cleared, so reboot mode is
set to 0 which represents cold boot, this may be
confused with the reboot mode when system is first
power on.

Solution:
Add stick reboot flag to distinguish the reboot mode
when system is restarted by reset PIN disturbance.
